Bring (salted & covered) water to a boil over medium-high heat, stir in the pasta shells.

In a saute pan over medium heat, combine butter & flour, mix together with a wooden spoon to make a blonde roux. Stir while cooking, for 3-4 minutes to allow the flour molecules to breakdown on a cellular level. (I sounded pretty smart right there, didn't I?)
